OUR STORY
Founded to Solve Difficult Defense Engineering Problems.
Suzanne and Jerome “Jay” Romania founded Black Dog Solutions in February 2019 as a New Jersey limited liability company. They created BDS to provide responsive, experienced engineering support to defense programs that require practical solutions, direct access to senior personnel, and disciplined technical execution.
The company began with deep expertise in automated test systems, test program sets, diagnostics, prognostics, weapon-system sustainment, and lifecycle engineering. BDS has since expanded its capabilities in software, digital engineering, model-based systems engineering, cybersecurity, instrumentation, artificial intelligence, engineering training, prototyping, and technical production support.
BDS works alongside government organizations, prime contractors, small-business partners, engineering teams, laboratories, production organizations, depots, and field-support personnel. The company’s value comes from connecting system-level objectives to detailed engineering implementation and sustained mission capability.

Jerome “Jay” Romania
Co-Founder
Jay Romania leads BDS engineering and operations after nearly four decades supporting automated test equipment, test program sets, diagnostics, prognostics, and weapon-system sustainment. His U.S. Army career at Picatinny Arsenal included service as Chief of the Automated Test Systems Division and Associate Director within the Armaments Center. He led major ATE and TPS organizations, supported Army program managers and TPS centers, chaired joint test-technology efforts, developed sustainment strategies, and supported platforms including Abrams, Bradley, Marine Corps test systems, and the Joint Strike Fighter.

Dr. David R. Carey
Engineering and Technical Authority
Dr. Carey joined BDS in August 2025 after previously using BDS as a subcontractor to TEVET. He brings more than 40 years of experience spanning defense and commercial automated test, RF and electronics, software-defined instrumentation, diagnostics, maintainability, lifecycle sustainment, systems integration, engineering management, technical writing, and university teaching. He guides technical strategy, engineering quality, advanced research, digital engineering, AI-assisted test development, and multidisciplinary problem solving.

Daniel Carey joined BDS in December 2022. He leads software engineering, information technology, CMMC readiness, cybersecurity, secure collaboration, cloud and business-system administration, and protection of company and customer information. His work provides the secure technical foundation required to support defense engineering programs and controlled information.
